Overtourism has become a big problem around the world, especially in Europe. Famous Italian spots like Venice, Positano, and Rome are now packed with millions of visitors every summer. With so many people, bad tourist behavior has also become common—loud crowds, people swimming in Venice’s canals, and even vandalism of art and monuments.

To deal with this, Italy is introducing strict rules and fines for tourists who don’t follow local customs.

Rules in Venice

Venice has listed new rules to protect its beauty and keep the city clean. Breaking them can lead to fines from €25 to €500 ($30–$584). Some of the main rules are:

  • No eating or drinking while sitting on the ground, monuments, steps, or bridges.
    Fine: €100–€200 ($117–$234)

  • No swimming, diving, or bathing in canals.
    Fine: €350 ($410)

  • No littering.
    Fine: €350 ($410)

  • No walking around shirtless or in swimwear.
    Fine: €250 ($292)

Cycling, camping, or feeding seagulls is also banned within the city.

Other Cities in Italy

Venice isn’t alone. Many Italian destinations are adding similar rules:

  • In Tuscany, Veneto, and Campania, wearing swimwear outside beaches can cost up to €500 ($584).

  • In Cinque Terre, hiking in flip-flops or unsuitable shoes can lead to a fine as high as €2,500 ($2,920).

  • In Portofino, eating on the ground can cost you €500, though this rule applies only during busy travel months.

Why These Rules Exist

These fines are meant to protect local life, historic sites, and infrastructure from damage caused by too many careless visitors. Many countries are also adding tourism fees and taxes for the same reason.

Travel Tip

Before your trip, always check local rules and follow posted signs. Simple habits—like dressing modestly, avoiding eating on the ground, and respecting public spaces—will save you money and help preserve Italy’s beauty.
